Pending bars 5 minutes

I am almost never seeing the pending bar or bar timer lower than 3 Minutes on the 5 Minute Binarys Is there a time of day when this perks up or are there another set of conditions that substitute for the 3 minute standard?

Are you using Diagnostic Bars? Not 5 Minute bars. As 5 Minute bars would be well 5 minutes long on the timer all the time.
