What order would I use to buy 3 ticks above the market price or sell below market? I tried the buy stop, but when it hit it rejected the order.

What market are you trading on? Where you using a buy stop market or a buy stop limit?

For a Stop Limit order you need to set your order type From GTC to DAY

so it should look like this in the type field
